Mission Buniyaad in partnership with Government of Rajasthan, aimed to leverage the existing Information Communication Technology (ICT) labs in government schools to improve the quality of education provided to girl students. The mission used Personalised Adaptive Learning (PAL) software to cater to individual needs of the students as well as make learning fun and engaging, thereby leading to reduced school dropouts among girls. The program's aim was set on the premise that improving the agency of girls and reducing their dropout rates in schools helps them decide a future for themselves and reduces the chances of child marriage.

Government provided digital education in 11,000 schools in the state. It also issued repeated instructions for Annual Maintenance Contract (AMC) vendors to maintain ICT labs (first time ever).
First version of PAL software was developed.
ICT labs were scaled up and their usage was promoted by on-ground officials. Second version of PAL software was developed.
Government launched new labs and improved the infrastructure of existing ones. Headphones were provided for digital learning. For the first time, the government shifted from opportunistic local vendors and empanelled TCIL (PSU) for quality ICT labs, strengthening accountability of vendors.
Vision 2030 for Education in Rajasthan created, with dedicated strategy on digital education. Windows system was introduced in computers, instead of Ubuntu. State was also open to outcomes-based procurement for ICT labs.
A meaningful spike in Information Communication technology usage was observed in the last 3–4 months of AY 2023–24.
ICT Dept open to incorporating PAL as requirement in future procurements.
